And when is torture not torture? When Alberto Gonzales and the Justice Dept. decide a particular interrogation method is legal. And last question: When can an interrogation method be used that Alberto Gonzales and the Justice Dept. have decided is torture? Answer: When the president "exercises his authority" to order it.
