SPEAKING OF NATIONS living up to their international obligations, the Kyoto Protocols, which commit 35 nations to reduce greenhouse gas emissions to 5 percent below their 1990 levels by 2012, take effect today. The Protocols have been ratified by 141 countries. That number does not include the world's largest producer of greenhouse gas emissions: the United States.
