WHEN LIBYA VOLUNTARILY renounced its nuclear weapons program a year ago, and agreed to let the United States and international weapons inspectors look at the contents of that program, Pres. Bush trumpeted Libya's decision as a direct result of his administration's decision to preemptively invade Iraq. Now that North Korea has publicly announced that it has "manufactured nuclear weapons" to defend itself from the United States, will Pres. Bush acknowledge that his administration's aggressive policy of preemptively invading other countries is at least a significant factor in North Korea's decision to make nuclear weapons and withdraw from international disarmament talks?
