What if they gave a war and no one came?

The Army has notified 4,000 former soldiers in the Individual Ready Reserve that they are being called back up to active duty. Reservists in this corps usually do not train or receive military pay; many of them have not served in years. And 2,000 of that 4,000 ordered to report for service in Iraq or Afghanistan are either resisting or outright refusing to go.
