NOW HERE'S AN ODD PROBLEM for Republican legislation to have: It gives the federal government too much control over state and local government. That's what a bipartisan panel of New York State lawmakers decided in a report released today declaring that Pres. Bush's No Child Left Behind Act is unconstitutional because it usurps the authority of local municipal and state government.
